Arrests Made in Link to Supersized Unauthorized Rubbish Dump
Two individuals have been taken into custody as an element of an inquiry into the tipping of several thousand of tons of refuse in a field in Oxfordshire.
Officials reported that a man in his late sixties was arrested at a property in Hampshire's Andover, while a 54-year-old was taken into custody in the town of Slough in relation with the enormous mound of rubbish dumped near Kidlington, Oxfordshire.
These arrests come after a recent report which uncovered the operation of more than 500 unlawful dumps throughout England, encompassing at a minimum of 11 so-called "large-scale sites" bigger than 20,000 metric tons.
A spokeswoman for the environment body said that the arrests were for environment-related and money laundering crimes and constituted a "vital step" in active inquiries. The two individuals have been set free on pre-trial release.
Scale of the Problem
The illegal site in the Kidlington area, positioned between the Cherwell River and the A34 road, is believed to hold around 21,000 metric tons of refuse in a heap which is up to 150m (490ft) lengthwise and 6m (20ft) tall.
This heap of garbage is composed of what looks to be processed domestic refuse, shredded plastics, Styrofoam, tires and various household objects.
It is just one example of 517 unauthorized dumps in England, at least 11 of which contain over 20,000 tons of waste. They encompass a 280,000-tonne location in Cheshire, two 50,000-tonne sites in Lancashire and Cornwall and a 36,000-tonne tip in Kent.
The overall figure of such larger dumps is expected to be greater, as the regulatory agency has previously stated it does not possess records on weight for every illegal dump.
Most such locations are in rural areas, often concealed, and on land that is intended to be farm land.
Organised Activity
Police state many are operated by organized crime groups, who are earning profit by demanding much less than legitimate operators to receive and bury garbage.
Businesses have to be liable for gate fees to use licensed landfill sites, depending on the quantity and type of material they are trying to discard, and a waste tax is also applied at just over £126 per metric ton.
Community Frustration
Initial work to remove the Kidlington area location commenced recently following concerns over the threat of combustion and the effect that would have on the adjacent highway.
A commercial waste removal firm has been given the contract to handle the site over the following 12 months at a expense of £9.6m.
An compliance manager for the government regulatory team stated that the body would be aiming to claim back the clearance costs under asset recovery laws from any individual ultimately found guilty at the conclusion of its ongoing investigation.
She added that the recent detentions would help "move the inquiry forward" and allow authorities to "follow more avenues to understand precisely what transpired and who was involved".
"The unlawful site at the site was an appalling and intentional affront on our environment and officials share the local anger at this horrific crime," she stated.
A cabinet minister welcomed the detentions, commenting: "This unauthorized dumping of garbage at the site is utterly appalling and has led to substantial detriment to the natural world and distress to the nearby population.
"Our administration is committed to eradicating this type of illegal activity throughout the country, by increasing funds to tackle waste crime, employing more personnel and implementing more severe checks and penalties for those who break the rules."
The detentions were carried out on Thursday by officers from a dedicated serious crime unit and follow an prior arrest of a 39-year-old from the Surrey area in November. He was set free pending additional enquiries.
