The Former President's Progressive Warning Misses Europe's True Danger: Economic Decline.

The recent US national security strategy presents a misguided assessment of the European Union. The document asserts that open-border policies and so-called "woke" agendas pose an existential risk to the continent's identity. However, this perspective is based on a fundamental misreading of the situation. The actual danger facing the EU is not societal but technological and economic backwardness.

A Glaring Growth Gap Between the US and Europe

Statistics paint a stark picture. From 2008 and 2023, American economic output surged by eighty-seven percent, compared to a mere thirteen and a half percent increase for the European Union. During this period, EU GDP per capita dropped from over three-quarters to just half of the American figure. Strikingly, even Mississippi now has a higher per capita income than major EU nations like France and Italy.

Currently, about half of the world’s top fifty technology firms are US-based, while only four are from Europe.

The Innovation Deficit: The Core Problem

The growing economic gap stems from superior efficiency gains in the United States, fueled by technological innovation and higher total factor productivity. The scene of global tech dominance is overwhelmingly US-centric. Over the past five decades, hundreds of American startups have scaled into enterprises valued at more than $10bn, versus just 14 in Europe.

This gap raises a pressing question: As the competition for future industries like semiconductors, AI, and fusion energy, what is Europe stand? Most analysts agree it is largely a contest between two between the United States and China, with Europe starting at a clear disadvantage.

Root Causes of the Continent's Technological Lag

A number of key factors explain this technological divide.

  • Venture Capital: The United States has a far deeper and more dynamic system for funding startups. The EU still lacks a true unified investment market, which caps the scale of emerging companies.
  • Regulatory Fragmentation: Complex and divided regulation hamper European business. A American entrepreneur can launch a product under one regulatory framework to access a market of over 330 million. The European Union, despite a larger population size, is split among 27 different national regimes, creating significant internal barriers.
  • Cultural Attitudes: Views on risk-taking vary greatly. In parts of Europe, a startup's collapse was once viewed with penalties, whereas in the United States, it is often seen as a badge of experience.
  • Defense Spending: The US benefits from a deeply integrated academic-military-industrial complex. Europe's chronic underinvestment in military capabilities has weakened its capacity for pioneering research.

A Path Forward: Reasons for Hopefulness

In spite of these challenges, one can find reasons for optimism. Policymakers are increasingly aware of the existential challenge and have begun to propose substantial change. Key analyses on EU competitiveness and the internal market highlight the need for major reforms.

Given appropriate policies and rule changes, Europe's strengths could support much higher levels of commercial innovation.

Europe still possesses significant advantages: high-quality workforce, top-tier schools and universities, and premier labs. Coupled with a vast domestic consumer base and high savings rates, these foundations have the potential to trigger a new wave of venture creation.

Importantly, even if the EU does not take the lead in developing cutting-edge technologies, it can still significantly boost economic output by implementing and tailoring innovations from other regions.

A Critical Juncture

Europe now stands at a critical moment. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, Europe's slide in innovation has been steady. But, if it fails to take decisive action to address its deep-seated problems, today's gradual weakening could turn into a sudden and irreversible decline in global economic relevance.
