Trump's Capture of Maduro: Turning a Global Superpower into a Lawless Actor

Against the backdrop of the considerable disarray following the United States attacks on Venezuela, the seizure of leader Nicolás Maduro, and statements from Trump that the US will “manage” the country and “reclaim the petroleum resources”, one thing is clear – these actions create a deeply alarming precedent.

Past Interference and a New Threshold Crossed

The United States possesses a dark record of meddling, military incursions, and control in the region, but the recent overnight operation witnessed its first major military attack on South American land. “The preeminence of America in this region is now beyond dispute,” the President stated.

The decision to unilaterally attack another sovereign country and seize its president – mere days after he openly looked for a diplomatic solution – has still wider repercussions. This ought to concern everyone.

Profound Uncertainty for Venezuela

Venezuelans have suffered under an oppressive, corrupt, and inept government under Mr Maduro, largely considered to have rigged the previous presidential vote. They now face a future of deep insecurity. Mr Trump has indicated that Mr Maduro’s deputy, Delcy Rodríguez would comply with American demands, and dismissed prominent critic and Nobel prize-winner María Corina Machado as a viable alternative.

However, Ms Rodríguez, now the acting leader, has so far adopted a posture of resistance – and other elements of the leadership-stricken government are far more intransigent.

A Shift in Global Role

A man who was elected vowing to end foreign wars now says he is “not afraid of boots on the ground”. Rebranding the Department of Defense as the Department of War was not merely symbolic. He fails to perceive the world’s superpower as a guardian of order; he is converting it into a renegade nation.

He is convinced that the America's power allows it to do as it wishes with minimal cost: observe the attacks in Nigeria and against Iranian nuclear sites. He asserts that the oil resources of Venezuela means this new undertaking “will pay for itself”.

An Attack Without Legal Justification

George W. Bush invaded Iraq on a lie. But this action without legal basis came without UN resolutions of any kind or congressional approval; key legislators received no advance notice and say they were actively misled in briefings. Mr Trump is not trying to twist international norms, but to obliterate them.

Disregard the message this sends to Vladimir Putin, Xi Jinping and others, and ask where the US itself is heading. While the raid allegedly resulted in the deaths of 40 Venezuelans, including civilians, there were no American fatalities. Mr Trump’s escalating feeling of being untouchable will almost certainly fuel further adventurism.

Flimsy Justifications and Underlying Drivers

Few believe the excuse that this is about drugs. Venezuela is only a small transit route for cocaine; Mr Trump recently granted clemency to the ex-leader of Honduras Juan Orlando Hernández for drugs and weapons crimes. Mr Trump himself made it clear that he is propelled by the lure of oil as well as machismo, the worldview of key officials, and the quest for a legacy as domestic popularity wanes.

Tepid International Response and Waning Global Governance

The international response, especially in Europe, has – with honourable exceptions – been shockingly muted. That’s not because of Mr Maduro’s sins, but trepidation regarding Mr Trump’s wrath. The forceful statement from UN Secretary General António Guterres was commendable, but this episode highlights the institution’s growing irrelevance.

Mr Trump’s isolationist supporters at home could still pressure him to redirect his gaze inward – but rising medical costs, public anxiety over the economy and other domestic scandals fuel his desire for external drama.

We are not yet 12 months into his time in office. The international community may live to repent if they fail to speak up today, given what – and who – could be next.
