Ukrainian President Volodymyr Zelensky States He Lacks Explicit Defense Guarantee from Allies

President Zelensky has stated that Ukraine's partners in Europe have not given him solid assurances that they will defend Ukraine in the event of a fresh offensive by Russia.

"I am asking this very question to all our partners and I have not received a definitive and straightforward response yet," he stated to the press on midweek.

These remarks follow a day after the UK and France signed a statement of purpose on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is finalized.

However, comprehensive defense assurances have not been agreed. The US, which has been leading efforts to halt the offensive, reportedly did not sign such a pledge at discussions held in the French capital on the previous day.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which involved some three dozen nations that comprise the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron subsequently indicated thousands of troops may be sent.

Allies proposed that the United States would assume a leading role in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.

The Russian government has thus far remained silent on the announcement made in the French capital.

Russian President Vladimir Putin launched a comprehensive military assault of Ukraine in the early months of 2022, and Moscow now occupies about one-fifth of Ukraine's land.

The President's Evolving Stance

The UK Prime Minister characterized the joint statement as "a vital part of our commitment to support Ukraine for the foreseeable future".

He added: "It establishes the pathway for the legal framework under which British, French and partner forces could function on Ukraine's territory, securing Ukraine's skies and seas, and regenerating Ukraine's military for the years to come."

Zelensky hailed that agreement as a "significant leap of progress".

Twenty-four hours afterward, however, he appeared less optimistic.

"I perceive the determination, the political resolve, and that the partners are ready, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when questioned if nations in Europe would defend Ukraine.

"But as long as we lack such security guarantees - formally ratified, endorsed by legislatures, supported by the United States Congress - this question cannot be answered. And should they materialize, you must ultimately depend primarily on your inherent capabilities."

Persistent Challenges and Fighting

The Paris talks were also notable owing to the presence of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

One envoy stated the participating countries "largely finished" their work on finalizing security arrangements.

Recently, the President indicated a settlement was "ninety percent complete".

Territorial concessions and defense pledges have been at the center of outstanding matters for negotiators.

The Russian leader has consistently stated that Ukraine's military must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could withdraw its troops to an established line - but provided that Russia did the same.

Russian forces currently controls about 75% of the Donetsk region, and some 99% of the adjacent Luhansk region. The two regions constitute the Donbas industrial heartland.

Attacks have been escalating against Ukrainian cities - with a focus on power facilities. Russia has also made slow progress in capturing more Ukrainian territory.

Ukraine has hit back at objectives inside Russia with unmanned aerial vehicles, though with varying degrees of effectiveness.
